Kaohsiung as a port city is facing radical transformation. The hybrid landscape is composed of derelict industrial land and abandoned port infrastructure. As an incomplete global port city it will require a new spatial framework to redfine its historical role and estbalish the centrality through concentrating flows, stimulating activities and re-knitting its city fabric.
Two new urban ring-forms are proposed for new urban functions and internvetions. The outer ring will enhance the existing urban fabric with punctual interventions addressing the local needs. The design of the inner "Ring-on-the-Ocean" is a new urban district composed of four urban layers: ringg pattern, compact block system at podium level, public open spaces along the water edge and a ring of towers.
